Are train horns legal in Washington?
Installing an aftermarket train horn on a private vehicle in Washington is not prohibited. WA train horn law is in RCW 46.37.380 — “Horns, warning devices.” Standard UVC pattern: 200-ft audibility, no “unreasonably loud or harsh sound,” use limited to safe-operation cases, sirens/whistles/bells barred on non-emergency vehicles. Traffic infraction penalty class.
Install is legal; use on WA public roads — Seattle, Spokane, Tacoma, Vancouver, Bellevue, Kent, Everett — is the regulated behavior.
What RCW 46.37.380 actually says
Every motor vehicle when operated upon a highway shall be equipped with a horn in good working order and capable of emitting sound audible under normal conditions from a distance of not less than two hundred feet, but no horn or other warning device shall emit an unreasonably loud or harsh sound or a whistle. The driver of a motor vehicle shall when reasonably necessary to insure safe operation give audible warning with his or her horn but shall not otherwise use such horn when upon a highway. No vehicle shall be equipped with, nor shall any person use upon a vehicle, any siren, whistle, or bell, except as otherwise permitted in this section.
Operative rules: 200-ft audibility · no unreasonably loud or harsh sound or whistle · no siren/whistle/bell (emergency exempt) · safe-operation use limit · theft-alarm exception.
Does the factory horn need to stay working in WA?
Yes. RCW 46.37.380 applies to the vehicle as a whole.

- ·Unreasonably loud or harsh language
- ·Multi-note chord, not a whistle tone
- ·Install not banned

RCW 46.37.380 regulates “a horn or other warning device” — power source agnostic. M18, DeWalt 20V, Ryobi, Makita portables fall under the same rules.
Enforcement in practice
Washington is moderately enforcing. Seattle Metro (King, Pierce, Snohomish counties) sees more active enforcement; rural Eastern Washington (Yakima, Kittitas, Okanogan) rarely cites.
